Surveillance Policy – Christchurch Helicopters

Christchurch Helicopters have a number of surveillance cameras located around its premises and inside of aircraft to:
- help ensure the safety and security of our staff, contractors, visitors, assets and property;
- detect and deter criminal behaviour; and
- investigate and manage incidents, complaints, misconduct and challenging behaviour.
Any footage collected will be used solely for these purposes or as required or permitted by law.
Footage that sufficiently identifies individuals which is collected via surveillance cameras is considered personal information and is therefore subject to the Privacy Act 2020 (the Privacy Act).
Our surveillance system operates 24 hours a day, seven days a week. Footage of events and the movements of people will be captured via motion-detection technology. Christchurch Helicopters do not use any facial recognition technology or other ‘intelligent surveillance’ technology.
Surveillance cameras are located throughout the hangars, outside of buildings and inside of aircraft but are not installed inside of the offices, bathrooms or other personal areas.
Footage will not be linked to or accessible via any person’s file or records, except as set out below.
Live footage will be accessible to authorised staff members where access to surveillance is required for operational, health and safety and security purposes. E.g to monitor whereabouts of aircraft, monitor restricted areas and the security of aircraft, vehicles and equipment.
Footage collected via surveillance will be kept securely for up to 12 days. Stored footage can only be accessed by Christchurch Helicopters Management. It will only be reviewed if required (via authorisation from the CEO) to investigate an incident/complaint, if a security problem is identified or as otherwise required or permitted by law. It will only be retained for longer than 12 days if needed for evidential purposes and, with the approval of the CEO, may be stored in an investigation file.
External contractors may have access to surveillance footage if required, for reviewing incidents relative to their flight operations.
If any criminal behaviour is recorded via surveillance, the footage may be provided to the Police.
Surveillance by third parties
Surveillance devices (either visual or audio) installed and operated by a third party without Christchurch Helicopters knowledge and consent are prohibited at Christchurch Helicopters premises, in any areas where the devices may:
- surveil or record Christchurch Helicopters staff without their knowledge or consent;
- surveil or record aircraft in the hangars and/or undergoing maintenance;
- surveil or record confidential operations undertaken by Christchurch Helicopters and it’s clients
Christchurch Helicopters has the right to immediately disconnect any such devices, and ask that they be removed effective immediately, in reliance on the following grounds:
- a breach of the information privacy principles under the Privacy Act, and provisions in the Privacy Act requiring Christchurch Helicopters to protect the privacy of its employees and safeguard personal information collected about them;
